Kenedy FFA Chapter 
BY-LAWS and Local Constitution 

I. OFFICER QUALIFICATIONS

Duties 
1. Officers must know and abide by the Code of Ethics.  
2. Officers must memorize Opening and Closing Ceremonies, and Banquet Script.
3. Officers must fulfill all officer duties as outlined in the Official FFA Manual, except Student Advisor, who must take on responsibilities of Historian.  
4. Officers must attend all officer meetings.  If there is a conflict, Advisors must be notified at least 24 hours in advance.
5. Officers must attend all chapter meetings.  If there is a conflict, Advisors must be notified at least 24 hours in advance.
6. Officers are to carry out their duties as outlined in the official FFA Manual, and as assigned by the President and approved by the Advisors.

School
1. Officers must be enrolled in at least one Ag Science class each semester. 
2. Officers must be eligible at ALL grade checks.

Participation
1. Officers must attend the Officer Planning Retreat.  If an officer can’t attend this Retreat, he/she is not eligible to run.
2. Officers must try out for an LDE and a CDE team.
3. Officers must take part in all fundraisers.
4. Officers are required to wear officer shirts on meeting days and official dress when appropriate.
5. Required to attend State Convention, and District Meetings.

Attitude
1. Officers must be respectful of other officers, members, and advisors at all times.
2. Officers must always act in a professional manner.
3. Officers must agree to all the above rules and sign the officer agreement.

Demerits
1. Failure to meet any of the above criteria will result in a demerit.  Once an officer has 3 demerits, they will be removed from office.  
A. Demerits will be able to be worked off.  
B. If the offense if serious enough, 3 demerits will automatically be given and the officer will be removed.




              

II. REMOVAL FROM OFFICE

A. Officers may be removed from office for failing to meet the qualifications stated in the Constitution and By-Laws, officer contract, and for receiving demerits.

B. Officers must meet the same qualifications for holding office the second school semester as they did when elected, otherwise their term of office will expire.

C. Once an officer is removed from office, all other officers will move up a place, 
and the last officer position will be filled by next highest officer candidate.  
 
D. An officer will be entitled to a full and impartial review and hearing by the executive committee.  They may be temporarily or permanently dismissed from office.  A decision will be based upon the facts.


III. GENERAL PROVISIONS CONCERNING OFFICERS AND MEMBERS

A. Membership may be temporarily or permanently denied for failure to abide by the code of Ethics or school rules.

B.  Outline of FFA Official dress is outlined in the FFA manual.


IV. OFFICIAL FFA CLOTHING AND ACCESSORIES

A. Each individual member takes upon themselves the responsibility of wearing official clothing and accessories with dignity and pride so as not to reflect any bad criticism upon himself, the school, the FFA Organization, or the Local chapter.


V. OFFICIAL FFA AND SCHOOL EQUIPMENT

A.  All members will show pride in the FFA Organization in his/her school by properly caring for and using the facility, its equipment, and official paraphernalia in a proper, dignified manner.


VI. PUBLIC RELATIONS BY INDIVIDUAL MEMBERS

Each individual FFA member is to realize that they are a personal representative of their school and FFA Chapter.  The image of their school and chapter are reflected through and by them as an individual.  Aim for and achieve excellence.

KENEDY HIGH SCHOOL
DEPARTMENT OF AGRICULTURAL SCIENCE


Article I - NAME AND PURPOSE

Section A: The name of this organization shall be the "Kenedy FFA Chapter."  The letters "FFA" may be used to designate the chapter, its activities, or members thereof.

Section B: The purposes for which this chapter has been formed are as follows:

1. To develop competent, aggressive agricultural leaders.
2. To develop an awareness of the global importance of agriculture and its contribution to our well-being.
3. To strengthen the confidences of agriculture students in themselves and their work.
4. To promote the intelligent choice and establishment of an Agriculture career.
5. To stimulate development and encourage achievement in individual agricultural experience programs.
6. To improve the economic, environmental, recreational and human resources to the community.
7. To develop competencies in communications, human relations and social abilities.
8. To develop character, train for useful citizenship, and foster patriotism.
9. To build cooperative attitudes among agricultural students.
10. To encourage wise management of resources.
11. To encourage improvement in scholarship.
12. To provide organized recreational activities for agricultural students.


Article II - ORGANIZATION

Section A: The Kenedy FFA is a chartered local unit of The Texas FFA Association which is chartered by the National FFA Organization.
Section B: This chapter accepts in full the provisions in the constitution and by-laws of the Texas Association of FFA as well as those of the National FFA Organization. (Attached)


Article III - EMBLEMS

Section A: The emblem of the FFA shall be the emblem for the Chapter.

Section B: Emblems used by the members shall be uniform and those obtained from concerns officially designated by the national FFA Organization.


Article IV - DUES

Section A.  Local dues will be determined by that of District, Area, and State dues.

Section B.  Full local, state and national dues shall be paid by all active members.

Section C.  No member shall be considered as active and in good standing unless he/she       pays full local, state and national FFA dues.


Article V – MEMBERSHIP AND ELIGIBILITY

Section A: Membership in the chapter shall be of four kinds:  (1) Active, (2) Junior, (3) Alumni, and (4) Honorary, as defined by the National FFA Constitution.

Section B: The regular work of this chapter shall be carried on by the active membership.

Section C: Honorary membership in this chapter shall be limited to the Honorary Chapter FFA Degree.

Section D: Active members in good standing may vote on all business brought before the chapter.  An active member shall be considered in good standing if they:

1. Attend local Chapter meetings with reasonable regularity.
2.   Enrolled in at least one Agriculture Science course during the school year.
3. They show an interest in and take part in the affairs of the chapter.
4. Pay their dues regularly.
5. Abide by the FFA Code of Ethics (Attached).
6.   Displays conduct with the ideals and purposes of the Kenedy FFA Chapter and KISD Student Code of Conduct.
7. Participate in Fundraisers 



Section E:  Students who are deemed UIL ineligible may not participate in any stock 
     show or compete on any teams during the three weeks of their ineligibility.  


Article VI - ACTIVE MEMBERSHIP DEGREES AND PRIVILEGES

Section A: There shall be four degrees of active membership in the Chapter.  These degrees are (1) The Greenhand FFA Degree, (2) The Chapter FFA Degree, (3) Lone Star FFA Degree, an (4) American FFA Degree.  All Greenhands are entitled to wear the regulation bronze emblem pin.  Chapter FFA wears the Silver emblem degree pin, Lone Star - gold charm, and American - gold key.

Section B: GREENHAND: MINIMUM QUALIFICATIONS FOR ELECTION

1. Be regularly enrolled in a class in Agricultural Education class, and have satisfactory plans for a supervised experiences program.
2. Learn and explain the FFA creed, motto, and FFA Mission Statement.
3. Describe and explain the meaning of the FFA emblem and colors.
4. Demonstrate knowledge of the FFA Code of Ethics and explain proper use of the FFA Jacket.
5. Demonstrate a knowledge of the history of the organization, the chapter constitution and bylaws and the chapter program of activities.
6. Personally own or have access to Official FFA Manual.
7. Submit a written application.

Section C:  CHAPTER FFA: MINIMUM QUALIFICATIONS FOR ELECTION

1. Must have received the Greenhand FFA Degree.
2. Must have satisfactorily completed at least 180 hours of systematic instruction in Agricultural Education at or above the ninth grade level,  and have in operation an approved supervised agricultural experience program and be enrolled in an agricultural science program.
3. Have participated in the planning and conducting of at least 3 official functions in the chapter Program of Activities.
4. Have earned and productively invested at least $150 by the members own efforts or worked at least forty five hours in excess of scheduled class time, or combination thereof, and have developed plans for continued growth and improvement.
5. Have effectively lead a group discussion for 15 minutes.
6. Have demonstrated five procedures of parliamentary law.
7. Show progress toward individual achievement in the FFA Award Program.
8. Have a satisfactory scholastic record.
9. Submit a written application for the Chapter FFA Degree.



Section D: STATE FFA DEGREE – Qualifications for the State FFA Degree are those set forth in the Constitution of the State Association.

Section E: AMERICAN FFA DEGREE - Qualifications for the American FFA Degree are those set forth in the Constitution of the National FFA Association.


Article VII - OFFICERS

Section A: The officers of the chapter shall be as follows:  President, Vice-President, Secretary, Treasurer, Reporter, Sentinel, Student Advisor.  If the Chapter Advisors or school administration deem necessary that additional offices are required to carry on the leadership of the chapter, these offices will be taken from the Official FFA Manual.  The advisors are the teachers of Agricultural Science at KHS.  Officers shall perform the usual duties of the respective officers as listed in the Official FFA Manual.

Section B: Officers shall be elected annually.  

1.  To hold an office in the Kenedy FFA Chapter, the officer must be enrolled in an agriculture science class both semesters of the year that the office is being held. Failure to do so will result in officer relinquishing that office.
2.  All officer candidates must read, sign, and abide by the officer requirements. 
2.  All members wishing to seek an office must fill out an application.
3.  Officers will be selected based on the following criteria: 
A.  Interview & Application (20%).
B.  Test (30%).
C.  Speech and popular vote (50%).
4.  All criteria will be totaled, and offices assigned according to descending ranking.
5.  Final ties will be broken by the popular vote.
6.  If ties still exist after test score tie breaker, the test scores will be used to break 
ties. 


Article VIII – COMMITTEES

Section A:  The President and/or Advisors shall appoint all committees   
necessary in carrying out the program of activities for the FFA 
Chapter.






Article IX - MEETINGS

Section A: Regular Chapter meetings shall be held during the school year at such time and place as is designated by the Chapter Officers and Advisors, and the Chapter may hold at least one regular meeting during the summer.  Special meetings may be called at any time.

Section B: Standard meeting paraphernalia shall be used at each meeting.  All regular meetings shall open and close with the official ceremonies.  Parliamentary procedure shall be used in transacting all business at each meeting.


Article X. - CONVENTIONS

Section A: Kenedy FFA shall attend the District, Area, and State FFA
       Conventions with no more than 10 members in attendance for each.

Section B:  Attendees will be selected from the active membership.

Section C:  All members wishing to attend convention must fill out an 
      application.

Section D: Attendees will be selected on the following criteria but not limited to:

1.  Grade eligibility
2.  Leadership Development Participation
3.  Career Development Participation 
4.  Stock Show Participation
5.  Other School Involvement

Section E:  Attendees Responsibilities:

1.  Attend all sessions of the convention.
2.  Attendee must wear official dress to all sessions unless the advisors specify not to.
3.  Attendee will be representing Kenedy FFA, Kenedy High School,  
Kenedy I.S.D. and the community of Kenedy.  Therefore, all rules that apply at school 
will be in effect on the trip.  
4.  Attendees Failure to follow school handbook rules will result in a one way ticket
home (at parents’ expense).  Parents and school officials will be notified. 






Section F:  Convention Provisions: 

1.  Travel to and from the convention will be provided by Kenedy I.S.D.
2.  Motel accommodations will be paid for by Kenedy FFA.  This does not include room service, telephone, or pay per view movies.  
3. Kenedy FFA will pay all convention registration fees.


Article XI – ANIMALS AND YOUTH FAIR PROJECTS

Section A:  It is mandatory that all members interested in raising animals and keeping 
them at the Kenedy FFA barns must attend the animal meeting.  
must attend at least 60 percent of all chapter meetings to be eligible to show.

Section B:  Availability of pens will first go to high school members, then         
middle school 4-H and FFA members, then elementary school members and other 4-H members.  

Section D:  Failure to turn in registration forms at designated County and Major meetings 
      will result in the member not being able to participate.  Advisors will not 
      sign any late forms.

Section E:  Participation in Jackpot and Major shows is encouraged for members that are 
      Eligible.  The chapter will not transport animals to any of them.

Section F:  The advisors will transport animals to Karnes County Youth Show and one 
      Major only.

Section G:  In order to receive money from KCYS, Thank You letters must be written to 
      buyers.  Addressed and stamped Thank You letters must be given to advisors 
      to be mailed on or before March 1st before check will be issued.   

Section H:  Barn Rules must be followed at all times.  (Attached)


Section I:  Failure to meet any of the above criteria will result in a call to parents and 
     removal of member’s animals from the barns.








Article XII - DISCIPLINARY SYSTEM

Section A:  Demerits may be given to members, as necessary, by the advisors at any time 
      for failure to meet any of the criteria or other actions that the advisors 
      see fit.

Section B:  The calculation period shall be August 1 to July 31 and demerits will start 
      over for each calculating period.  

Section D:  A total of 3 demerits for officers will result in removal from office.  

Section E:  A total of 5 demerits for members will result in suspension for all activities 
      for at least one month’s time and/or eviction of an animal.

Section F:  Demerits will be able to be worked off by doing various jobs as deemed 
     appropriate by the advisors or school administration.  


Article XIII – PROCESS AND PROCEDURE GUIDELINES

Section A:  The Kenedy FFA Chapter shall establish policies and procedural 
      guidelines for addressing and resolving complaints of a chapter concerns.  
      These guidelines will be available upon request from the chapter Advisors.  
      The Advisors may modify the guidelines as they deem necessary.  


Article XIV - AMENDMENTS

Section A: This constitution may be amended or changed at any regular chapter meeting by a two-thirds vote of the active membership present providing it is not in conflict with the State Association Constitution or that of the National Organization.

Section B: By-laws may be adopted to fill the needs of the chapter at any regular chapter meeting, by a two-thirds vote of the active members present providing such by-laws conflict in no way with the constitution and by-laws of either the State Association or the National Organization.








The FFA Code of Ethics

We will conduct ourselves at all times in order to be a credit to our organization, chapter, school and community by:
1. Dressing neatly and appropriately for the occasion. 
2. Showing respect for the rights of others and being courteous at all times. 
3. Being honest and not taking unfair advantage of others 
4. Respecting the property of others. 
5. Refraining from loud, boisterous talk, swearing and other unbecoming conduct. 
6. Demonstrating sportsmanship in the show ring, judging contests and meetings, and being modest in winning and generous in defeat. 
7. Attending meetings promptly and respecting the opinion of others in discussion. 
8. Taking pride in our organization, activities, supervised experience programs, exhibits and the occupation of agriculture. 
9. Sharing with others experiences and knowledge gained by attending national and state meetings. 
10. Strive to establish and enhance my skills through agricultural education in order to enter a successful career. 
11. Appreciate and promote diversity in our organization.
